市人民政府关于行政规范性文件清理结果的决定

各区人民政府，市人民政府各部门：
为全面贯彻落实党的二十大和二十届历次全会精神，加快建设法治政府，按照省人民政府关于开展行政规范性文件清理工作的部署要求，市人民政府对现行有效的市人民政府行政规范性文件进行了集中清理。经市人民政府研究决定，市人民政府行政规范性文件101件继续有效，3件予以废止，3件予以修改。其中，继续有效的101件市人民政府行政规范性文件中，48件文件执行原有效期，有效期届满自行失效；39件文件长期有效，其中涉及权力清单及行政审批事项等内容的文件，如新文件对部分事项作出调整的，以新文件为准；14件文件集中重新公布，因机构改革等原因需作非实质性修改的，调整个别文字后重新公布。
各区各部门要认真对照清理结果，做好有关配套文件清理和工作衔接。对继续有效的文件，实行动态管理，在执行过程中需要进行清理的，按照规定程序及时提出意见报市人民政府；予以废止的文件，自本决定公布之日起停止执行，不再作为行政管理的依据；予以修改的文件应当按要求推动修订工作，在修订完成前暂时保留，其中不符合现行法律、法规和国家方针政策的内容不再执行。
本决定自2026年2月5日起施行（自公布之日起施行）。
