习近平总书记在庆祝中国共产党成立105周年大会上的重要讲话中强调：“坚定信心、接续奋斗，必须持续推动构建人类命运共同体。”这一重要论述立足民族复兴伟业，胸怀人类前途命运，深刻揭示了中国共产党推进强国建设、民族复兴同促进世界和平发展之间的内在统一，为变乱交织的世界注入信心、方向和力量。 当今世界，地缘冲突延宕，单边主义、保护主义抬头，发展鸿沟持续扩大，气候变化、公共卫生、人工智能治理等全球性问题相互叠加。面对共同挑战，任何国家都无法独善其身，任何以邻为壑的选择都会损害共同利益。全球治理走向何方，关系各国人民福祉，关系人类文明未来。中国提出构建人类命运共同体，倡导共商共建共享的全球治理观，体现了对世界大势的深刻把握，也体现了中国共产党人的天下情怀和责任担当。 推动构建人类命运共同体，根本价值在于谋求全人类的共同福祉。全球治理的出发点和落脚点，应当是增进各国人民福祉，让和平更有保障、发展更有质量、文明更有活力。前不久，国务院新闻办公室发布《构建更加公正合理的全球治理体系：中国的理念、倡议与行动》白皮书，彰显了在世界百年未有之大变局加速演进、国际形势愈发变乱交织的时代背景下，中国着眼人类前途命运、推动构建更加公正合理的全球治理体系的大国担当。白皮书提出奉行主权平等、遵守国际法治、践行多边主义、倡导以人为本、注重行动导向，回应了国际社会对公平正义的普遍期待。国家无论大小、强弱、贫富，都应平等参与、平等决策、平等受益；国际规则应由各国共同制定、共同遵守、共同维护；发展成果应更多更公平惠及各国人民。这样的全球治理，顺应时代潮流，符合共同利益，具有深厚的道义基础和广泛的现实需求。 推动构建人类命运共同体，鲜明立场在于维护真正的多边主义。联合国是最具普遍性、代表性和权威性的政府间国际组织，联合国宪章宗旨和原则凝聚了世界各国的共同共识，构成现代国际秩序的重要基石。改革完善全球治理体系，应坚定维护联合国权威和地位，维护以国际法为基础的国际秩序，推动国际关系民主化，旗帜鲜明反对强权政治、霸权霸凌和双重标准，杜绝将自身规则凌驾于国际法之上、合则用不合则弃的功利做法。大国尤其应当带头讲平等、讲诚信、讲合作，以责任担当促进团结，以对话协商化解分歧。要坚持通过对话协商以和平方式解决争议问题，反对动辄诉诸武力或以武力相威胁。要在互利互惠基础上寻求各国利益最大公约数，以互利合作扩大共同利益，推动构建更加公正合理的全球治理体系。 推动构建人类命运共同体，实践要求在于把理念转化为行动。习近平总书记强调：“我们要顺应人心所向、大势所趋，高举和平、发展、合作、共赢旗帜，弘扬全人类共同价值，推动构建新型国际关系，推动落实全球发展倡议、全球安全倡议、全球文明倡议、全球治理倡议，为世界和平与发展注入更多正能量。”全球发展倡议聚焦发展赤字，全球安全倡议回应安全困境，全球文明倡议促进交流互鉴，全球治理倡议推动体系变革，四大倡议相互贯通、彼此支撑，为应对全球性挑战提供了系统方案。中国始终以自身发展为世界创造新机遇，以高水平开放促进共同发展，以共建“一带一路”汇聚合作动能，以参与国际维和、气候治理、减贫合作、公共卫生等行动贡献公共产品。事实表明，中国既是理念的倡导者，也是行动的践行者。 推动构建人类命运共同体，承载着中国人民对美好世界的真诚愿望，也体现着新时代中国共产党人的历史自觉。新征程上，只要坚定站在历史正确一边、站在人类文明进步一边，坚持开放包容、合作共赢，坚持以行动回答时代之问，就一定能够汇聚各国人民追求和平与发展的磅礴力量，推动全球治理体系朝着更加公正合理的方向发展，共同开创持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界。
