我在地方挂职妇联副主席期间，常态化深入陇中山区、临夏、甘南等地偏远乡村，实地走访摸排困境儿童情况，摸清了事实无人抚养儿童的真实生活与成长现状。 在调研中我发现，当前事实无人抚养儿童保障仍存一些短板弱项。为此，依托大量一线走访、个案调研、部门座谈，结合基层工作台账翔实数据，我系统梳理了全国及甘肃省事实无人抚养儿童保障工作的痛点与难点，在十四届全国政协第三次会议期间，提交《关于加强事实无人抚养儿童社会支持的提案》，从经济兜底保障、心理健康关爱、社会协同赋能、监督评估提质四个维度，提出一系列系统化、可落地、可操作的政策完善建议。 这件提案由民政部牵头办理，教育部、财政部、全国妇联协同会办，联合形成正式答复函，充分吸纳提案提出的各项建议，从顶层设计层面健全完善全国事实无人抚养儿童保障制度体系。 在经济保障方面，中央持续加大困难群众救助资金投入，全面落实补贴动态调整与物价联动机制，实现保障对象精准摸排、简化认定、应保尽保，开通突发事件监护缺失儿童紧急救助通道，全学段助学助医兜底政策持续完善，全国保障覆盖面、保障标准稳步提升。 在心理健康服务方面，国家全面推进新时代学生心理健康专项行动，持续配齐中小学专兼职心理教师，标准化建设校园心理辅导室；常态化开展全国性儿童关爱主题活动，依托家庭教育平台普及科学育儿知识，健全困境儿童心理筛查、干预、转介全流程服务体系；在社会协同帮扶方面，国家持续培育儿童服务类社会组织，通过政策扶持、项目支持、税收优惠壮大专业帮扶力量；常态化开展全国性心理健康科普宣传，群团联动常态化开展志愿服务、结对关爱活动，构建多元参与的儿童关爱格局。 在监测考核监管方面，完善全国学生心理健康监测平台，将困境儿童保障纳入地方社会保障重点考核内容，常态化开展督查评估，形成国家统筹、部门协同、层层落实的长效工作机制。 甘肃省全面对标国家政策部署和提案建议，立足山区分散、基层资源薄弱的省情，以“结对帮扶·爱心甘肃”工程为抓手，多部门联动落地系统化关爱举措，推动提案成果本土化落地。 首先，健全动态精准救助机制。全省统一事实无人抚养儿童生活补贴标准，落实物价联动补贴，实行按月直发、动态复核、季度排查，确保精准进出、不漏一人。深入实施福彩圆梦助学工程，覆盖中专至研究生全学段助学保障；全面落实医保参保、大病救助、残疾补贴等医疗兜底政策，健全突发困难临时救助机制，有效解决就学就医难题。 其次，深化妇联特色关爱，补齐心理亲情短板。全省组建万名爱心妈妈志愿队伍，培育各地特色巾帼帮扶品牌，推行标准化常态化结对服务模式，开展家访沟通、学业辅导、心理疏导、亲子陪伴。建成全覆盖的县级关爱阵地，开设线上心理倾诉平台，常态化开展家庭教育培训、研学科普、红色教育等关爱活动，有效弥补困境儿童亲情缺失、心理薄弱问题；特别是全省组织25万余名党员干部全员结对帮扶事实无人抚养儿童，建立常态化探视走访、困难帮扶、动态关爱等刚性机制，构建社会协同关爱体系。通过政府购买服务，引入专业社工、心理咨询师，精准开展个案心理干预；依托各类公益项目募集专项资金，持续完善校园心理阵地、温馨校园建设，全面夯实家校社协同关爱网络。 同时，搭建省级结对关爱信息化管理平台，建立儿童一人一档、一户一策电子台账，实现部门数据互通、风险动态预警。将关爱保障工作纳入市县民生绩效考核，常态化开展专项督查整改，全面压实部门、乡镇、村居三级工作责任，构建长效治理体系。 本件提案构建起基层调研走访、委员建言献策、国家顶层设计优化、地方精准落地的完整履职闭环。随着相关政策迭代完善，全国事实无人抚养儿童生活兜底保障基础持续夯实，心理健康关爱服务体系不断健全，多方联动、协同发力的多元关爱格局基本形成。 基层实践充分证明，事实无人抚养儿童保障是兼具民生温度与社会价值的系统性工程，既要夯实物质兜底，更要注重心理关爱、亲情陪伴和长远发展。
