既是履职尽责的政协委员，也是扎根一线的慈善工作者，我深有感触：近些年党和国家出台诸多暖心惠民政策，在基层处处结出民生硕果。这份民生关怀，持续鼓舞着我们扎根基层，为群众纾困解难，以长久不变的热忱与爱心向党和人民递交一份满载责任与温情的答卷。 2025年全国政协十四届三次会议期间，我结合一线工作实践与基层调研成果，提交了《关于切实发挥慈善事业第三次分配主导作用的提案》。提案紧扣健全三次分配体系、扎实推进共同富裕的核心内容，聚焦慈善事业规范化、制度化发展主题，通过完善制度设计、优化实践路径、补齐发展短板，推动慈善事业更好地发挥第三次分配主渠道作用，在促进共同富裕、增进民生福祉、助力中国式现代化建设中彰显更大价值、贡献更多力量。 该提案入选全国政协2025年度好提案，被列为全国政协重点提案并纳入专项调研督办范畴。与此同时，我个人获评2025年度全国政协委员优秀履职奖。这份沉甸甸的荣誉，既是对我过往参政议政、慈善履职工作的充分肯定与莫大鼓舞，更是鞭策我坚守初心、勇担使命、接续奋进的强大动力。 得益于贴合民生实际、契合发展需求，《关于切实发挥慈善事业第三次分配主导作用的提案》获得民政部、教育部、财政部、税务总局等多家承办单位的高度重视与积极回应，目前提案中的多项合理化建议已落地见效，转化为具体政策举措，并融入相关法规制度体系。 “十五五”规划纲要明确指出，“更好发挥第三次分配作用，促进和规范公益慈善事业发展，探索慈善有效实现形式”，标志着慈善事业在中国式现代化建设中的战略地位得到进一步确认，已逐步提升为国家行动和大众共识。 在全国政协第三十五次双周协商座谈会上，我围绕网络慈善规范发展等重点议题，与教育部、民政部、财政部等相关部门负责同志开展面对面深入协商交流。经沟通对接获悉，各相关部门正统筹推进、协同发力，持续健全完善网络慈善监管制度体系，精准整治行业乱象，引导网络慈善业态健康有序发展，充分彰显了多部门联动履职、协同共治的强大效能。与此同时，提案中提出的拓宽社会慈善参与渠道、引导高收入群体积极履行社会责任、主动回馈社会等建议，也正在各地逐步落地实践。通过持续深化慈善领域制度创新，有效激发了社会公益活力，引导广大企业家、社会各界人士积极投身慈善公益事业，使崇德向善、乐善好施的良好社会风尚日益浓厚。 每件提案的背后，都是一次次深入基层的走访、一步一个脚印的实地调研。我常年奔走各地、扎根群众，坚持下沉一线倾听民声民意，始终以传递慈善暖意、回应群众急难愁盼为履职初心，用心用情把基层呼声转化为务实建言。 2025年7月，我随同全国政协重点提案督办调研组走进甘肃，下沉基层细致调研当地慈善工作开展模式，探寻撬动社会各界力量参与慈善帮扶的有效方式。带着调研中收集到的群众诉求，我立足自身工作多方对接资源，协调中华慈善总会为当地困难群众送去物资与资金帮扶，让纸上提案化作看得见、摸得着的民生实事。 今年元月，我随民政部、国家民委组织的“善行边疆”活动慈善服务队前往中国最北的漠河市北极镇北极村，走访慰问困难群众裴振波、郭海朋家庭，让我感触深刻。在为困难群众送去温暖的同时，我们真切感受到了他们身上蕴含的强大生活热情与精神力量。慈善是温暖人心的功德事业，它的价值不仅是雪中送炭，更是广播善种、传递信念。 今年是“十五五”开局之年，推进全体人民共同富裕是工作的重中之重。我们既要靠高质量发展充实民生保障，也要靠科学合理的分配制度，让发展成果更多更公平地惠及全体人民。 立足参政议政岗位，我将永葆饱满的政治热忱，扛起履职尽责的责任与使命，始终坚守服务为民初心，把群众安危冷暖时刻放在心里、握在手上，以人民群众满意与否作为衡量履职成效的根本标尺。在今后的工作中，我将持续下沉一线深入调研，梳理实践经验、深挖现实痛点，提出兼具前瞻性、针对性与实操性的对策建议，为慈善事业规范发展积极建言献策，以实干担当履行好参政议政职责。（记者 赵莹莹 采访整理） .md
