3月26日，中共中央办公厅印发了《省（自治区、直辖市）纪委书记、副书记提名考察办法（试行）》《中央纪委派驻纪检组组长、副组长提名考察办法（试行）》《中管企业纪委书记、副书记提名考察办法（试行）》（以下简称“三个《提名考察办法》”）。日前，记者就有关问题采访了纪律检查体制改革专项小组负责同志。
问：请简要介绍一下出台三个《提名考察办法》的背景和意义。
答：党章第四十三条明确规定，地方各级纪委和基层纪委在同级党委和上级纪委双重领导下进行工作。党的十八届三中全会决定第36条提出：推动党的纪律检查工作双重领导体制具体化、程序化、制度化，强化上级纪委对下级纪委领导，各级纪委书记、副书记的提名和考察以上级纪委会同组织部门为主。为落实党章的规定和三中全会决定的精神，起草组深入开展调研，凝聚各方共识，在实践中边探索边总结，数易其稿，形成了这三个《提名考察办法》。中央出台三个《提名考察办法》，是推进党的纪律检查体制改革的一项重要举措，为进一步推进党风廉政建设和反腐败斗争提供了组织和制度保障，有利于加强党对反腐败工作的领导，有利于增强纪委监督权的相对独立性和权威性。
当前党风廉政建设和反腐败斗争形势依然严峻复杂。党的十八大以来，以习近平同志为总书记的党中央坚持全面从严治党，坚持无禁区、全覆盖、零容忍，严肃查处和惩治腐败，“四风”问题和腐败蔓延势头得到一定遏制，深得党心民心。但是，从十八大以后查处的案件和巡视发现的问题看，不收敛不收手现象时有发生，连“不敢腐”都没有取得压倒性胜利，“不能腐”和“不想腐”更是远远没有做到。党风廉政建设和反腐败是一场输不起的斗争，必须持续保持高压态势，用最坚决的态度减少腐败存量，用最果断的措施遏制腐败增量。面对当前的形势和任务，能否取得反腐败斗争的决战决胜，关键靠党中央的坚强领导，靠全党和全国人民的大力支持，同时必须有一支忠诚、干净、担当的纪检干部队伍。
纪律检查机关是党内监督专责机构，纪检干部是党的忠诚卫士。十八大以来，各级纪检干部在党中央坚强领导下，尽职尽责，奋力拼搏，为党风廉政建设和反腐败斗争作出了贡献。同时，也要清醒地看到，实践中仍然存在一些体制机制上不适应、不协调问题，特别是各级纪检机关查办腐败案件时受到的牵制还比较多。有的地方担心查办案件会损害形象、影响发展，存在压案不办、瞒案不报的情况。各级纪委对同级党委的监督顾忌太多，无论是地方纪委、派驻机构还是企业纪检机构，很少有发现和报告同级党委问题的。有的地方出现系统性、塌方式腐败，党委主体责任和纪委监督责任严重缺失。有的地方纪委领导对反映同级党委领导干部问题的同志说：“你不要讲了，我什么也没有听见。”还有的纪检干部与腐败分子搞利益共同体，搞猫鼠一气。这些现象很不正常，必须改变。三中全会决定第36条作出的规定，就是要改革和完善党的纪律检查体制，健全反腐败领导体制和工作机制。纪委书记副书记、纪检组长副组长的提名考察以上级纪委会同组织部门为主，这样纪检干部才能硬起腰杆、板起脸来开展监督执纪问责。
问：请问三个《提名考察办法》的主要内容有哪些。
答：三个《提名考察办法》紧扣提名、考察作出规定，对《党政领导干部选拔任用工作条例》等已作出规定的未再赘述。
在提名条件上，突出强调纪委书记、副书记人选要敢于监督、善于监督，注重从履行党风廉政建设主体责任、监督责任表现突出的优秀干部中选拔。
在干部来源上，明确要求拓宽选人视野和渠道，可以从纪检系统内和纪检系统外提名，纪委书记人选一般应当交流任职。提出中央纪委要会同中央组织部等有关方面，掌握纪委书记、副书记的备用人选，为提名提供人员储备。
在提名、考察程序上，明确省（自治区、直辖市）纪委书记、中央纪委派驻纪检组组长、中央管理领导班子的企业纪委书记，由中央纪委会同中央组织部提名、考察；中央管理主要负责人的企业纪委书记，由中央纪委会同中央组织部、国务院国资委党委提名、考察。明确省（自治区、直辖市）纪委副书记由中央纪委会同中央组织部提名、考察；中央纪委派驻纪检组副组长由中央纪委提名、考察；中央管理领导班子的企业纪委副书记，由中央纪委听取企业党委、纪委意见后提名、考察；中央管理主要负责人的企业纪委副书记，由国务院国资委纪委听取企业党委、纪委意见后提名、考察，并向中央纪委组织部报备。
问：请谈谈做好纪委书记、副书记的提名、考察工作需要把握哪几个要点。
答：加强党风廉政建设和反腐败斗争，关键在党，关键在人，必须打造一支忠诚、干净、担当的纪检干部队伍。紧紧抓住领导干部这个“关键少数”，选好配强纪委书记、副书记，就立起了整个纪检干部队伍的“顶梁柱”。
一是坚持党管干部原则。纪检干部是党的干部的重要组成部分。三个《提名考察办法》只是增加了上级纪委对下级纪委书记、副书记提名、考察工作的权重，绝不能把纪检干部独立于党的干部队伍之外。所以必须坚持党管干部的原则，始终把纪委书记、副书记放在党的干部队伍的“大池子”里，依靠各级党委、纪委和组织部门的齐心协力，真正把敢于担当、敢于监督、敢于负责的优秀干部选出来，全面统筹选拔、培养、使用、交流等工作。
二是拓宽选人视野和渠道，加大干部交流力度。要坚持五湖四海，从纪检系统内和系统外选拔信念坚定、敢于担当、德才兼备的优秀人才。一方面，纪检工作需要一定的专业性；另一方面，纪检系统之外也大有人才。要畅通纪检干部的入口和出口，“一潭水走活”，决不能形成自我封闭的小循环。通过干部交流，既考验、锻炼、培养纪检干部，也避免纪检干部长期在同一个岗位工作，出现设租寻租、有案不查等问题。
三是坚持高标准、严要求。到纪委工作肩负重大政治责任。不能把纪检机构当作养老的地方，不能降格以求、搞照顾性安排，更不能“带病提拔”“带病上岗”。要严格把关，确保选拔出来的纪委书记、副书记过得硬，立得住，经得起考验。要特别注重提高知人识人的水平，考察环节一定要以更严的标准来把好关，坚持把遵守政治纪律和政治规矩放在第一位，坚持注重实绩和群众公认，既要了解领导干部政治素质、业务能力、担当精神方面的表现，也要了解廉洁自律等方面的情况。
四是强化纪检干部责任担当。监督执纪问责是党章规定的纪委职责。纪检干部如果不担当、守不住底线，就是失职、渎职。对尸位素餐、碌碌无为的干部，坚决采取组织措施；对不敢抓、不敢管，监督责任缺位的干部坚决问责；对队伍中的害群之马坚决清除，防止“灯下黑”。
问：最后，请谈谈对贯彻落实三个《提名考察办法》有什么要求。
答：办法出台后，关键是要抓落实。实际上，中央纪委会同中央组织部，坚持立行立改，看得准的已经先行做起来了。下一步要继续探索实践，逐步完善配套措施。各级党委、纪委和组织部门要加强协调配合，根据三个《提名考察办法》精神，紧密结合实际，一级抓一级，切实选好配强各级纪委书记、副书记，为党风廉政建设和反腐败斗争提供坚强组织保障。
