7月9日，新华社受权播发《中共中央关于加强和改进党的群团工作的意见》。意见深刻阐述了新形势下加强和改进党的群团工作的重要性和紧迫性，科学概括了中国特色社会主义群团发展道路，对加强和改进党对群团组织的政治领导、思想领导、组织领导，发挥群团组织作用、推动群团组织改革创新提出了明确要求和一系列政策举措。
明确方向、正视问题、指明路径、切实保障－－这份指导和推动党的群团工作不断开创新局面的指导文件内涵丰富、看点突出。
明确了中国特色社会主义群团发展的道路和方向
【看点：六个“坚持”一个加强】意见明确要求坚定不移走中国特色社会主义群团发展道路，提出坚持党对群团工作的统一领导；坚持发挥桥梁和纽带作用；坚持围绕中心、服务大局；坚持服务群众的工作生命线；坚持与时俱进、改革创新；坚持依法依章程独立自主开展工作。要求加强党委对群团工作的组织领导。
【解读】在刚刚结束的中央党的群团工作会议上，习近平总书记指出，政治性是群团组织的灵魂，是第一位的。群团组织要始终把自己置于党的领导之下。
“党组织要鼓励和引导群团组织充分发挥作用，群团组织要积极作为、敢于作为。”天津市妇联主席、党组书记戴蕴表示，群团组织必须在思想上政治上行动上始终同党中央保持高度一致，自觉维护党中央权威，坚决贯彻党的意志和主张，严守政治纪律和政治规矩，经得住各种风浪考验，承担起引导群众听党话、跟党走的政治任务，这样才能把自己联系的群众最广泛最紧密地团结在党的周围。
直面新时期党的群团工作存在的突出问题
【看点：直面突出问题】意见指出，有的地方和部门党组织对群团工作重视不够，对群团工作的特点和规律缺乏深入研究，对发挥群团组织作用缺乏有力指导和支持。群团组织基层基础薄弱、有效覆盖面不足、吸引力凝聚力不够问题突出，特别是在非公有制经济组织、社会组织和各类新兴群体中的影响力亟待增强；有的群团组织工作和活动方式单一，进取意识和创新精神不强，存在机关化、脱离群众现象；群团干部能力素质需要进一步提高，作风需要改进。
【解读】要不断开创党的群团工作新局面，就必须全面提高水平，切实解决问题。在这些问题中，有组织领导的问题，有工作方式方法的问题，但最核心的还是脱离群众的问题。
共青团上海市委书记徐未晚说，习近平总书记提醒我们要重点解决脱离群众的问题。脱离了群众，群团工作就成了无源之水、无本之木。广大群团组织要增强自我革新的勇气，抓住巩固和拓展党的群众路线教育实践活动成果、开展“三严三实”专题教育的时机，深入推动思想教育、问题整改、体制创新，转变思想观念，强化群众意识，改进工作作风，提高工作水平。
对新时期加强和改进党的群团工作提出了具体要求
【看点：三个“推动”三个“坚持”】意见明确指出，推动群团组织团结动员群众围绕中心任务建功立业，推动群团组织引导群众自觉培育和践行社会主义核心价值观，推动群团组织改革创新、增强活力；支持群团组织加强服务群众和维护群众合法权益工作，支持群团组织在社会主义民主中发挥作用，支持群团组织参与创新社会治理和维护社会稳定。
【解读】纲举目张，路径清晰。面对新形势新任务，群团组织要把深化改革开放、推动科学发展、促进社会和谐作为发挥作用的主战场；要利用遍布城乡的组织网络和基层阵地，把社会主义核心价值观教育做细做实；要盯牢群众所急、党政所需、群团所能的领域服务好群众。
群团组织必须坚持与时俱进、自我革新。“群团组织要勇于改革创新，通过创造性工作增强发展活力、赢得群众信任。只有这样，才能始终走在时代前列，始终具有强大的生命力。”杭州市总工会主席郑荣胜说。
为保持和增强群团工作的政治性、先进性、群众性提供切实保障
【看点：经费、法治、人才“三重保障”】意见指出，完善群团工作经费保障制度；鼓励群团组织在国家法律和相关规定许可范围内，通过多种方式筹措事业发展资金，依法享受扶持政策；推进涉及群团组织工作的立法。注重从企业、农村、城乡社区等基层一线选拔优秀人才充实群团干部队伍。
【解读】作风建设是保障，队伍建设是基础。群团组织既要围绕党和国家工作大局搞好“公转”，又要聚焦服务群众搞好“自转”。习近平总书记强调，各级党委要坚持德才兼备、五湖四海，加强群团干部培养管理，选好配强群团领导班子，提高群团干部队伍整体素质。
“建设思想过硬、作风过硬、组织过硬的群团干部队伍，群团工作的政治性、先进性和群众性就有了切实保障。群团干部要加强思想道德修养，坚定理想信念，自觉践行党的群众路线，满腔热情做好服务群众工作。”北京市总工会副主席曾繁新说。
