营造缅怀、崇尚、学习烈士的浓厚氛围——
民政部有关负责人解读《关于进一步加强烈士纪念工作的意见》
为了加强烈士纪念工作，在全社会进一步弘扬烈士精神，中共中央办公厅、国务院办公厅、中央军委办公厅近日联合下发《关于进一步加强烈士纪念工作的意见》[全文]。
为什么出台这一《意见》？《意见》着重在哪些方面提出具体要求？目前境外烈士纪念设施保护管理情况及零散烈士纪念设施抢救保护情况进展如何？民政部有关负责人就此回答了记者提问。
每年约上亿人次到烈士陵园参观瞻仰
问：为什么出台这一《意见》？
答：党和国家历来高度重视烈士纪念工作。近年来，烈士纪念工作取得了明显成效。一是构建了相对完善的政策法规框架；二是建立了烈士纪念设施保护管理体系；三是形成了缅怀和纪念烈士的良好氛围。目前，全国共有4151个烈士纪念设施保护单位，其中，181个被评定为国家级烈士纪念设施，111个被命名为全国爱国主义教育示范基地，56个被列入全国红色旅游经典景区。据不完全统计，每年约有上亿人次到烈士陵园参观瞻仰，表达对先烈的缅怀之情。
但随着形势任务的发展变化，烈士纪念工作还存在一些矛盾和问题，如有的地方重视程度不够，社会公众参与纪念烈士活动的热情不高，烈士纪念相关制度机制不够完善等。《意见》的出台就是为了解决这些矛盾和问题，在全社会大力弘扬烈士精神，进一步推进社会主义核心价值体系建设。
问：此次出台的《意见》着重在哪些方面提出了具体要求？
答：《意见》的主要内容可以用“一个中心，四项任务，两方面保障”来概括。
“一个中心”，就是要在全社会大力弘扬以热爱祖国、忠于人民、无私奉献、敢于牺牲为主要内容的烈士精神。
“四项任务”，就是要广泛开展形式多样的纪念烈士活动，坚持用烈士英雄事迹教育青少年，加强烈士纪念设施保护管理，完善烈士抚恤优待政策。
“两方面保障”，一方面要统筹协调各相关部门力量，努力形成齐抓共管、共同推进的良好局面；另一方面要强化组织领导，推动烈士纪念工作深入持续开展。
现有境外烈士纪念设施100余处
问：《意见》对境外烈士纪念设施保护管理问题做出了具体规定，请您介绍一下境外烈士纪念设施以及相关工作开展的情况，今后将采取哪些措施推进工作？
答：我国有一定数量的烈士安葬在朝鲜、越南、老挝、坦桑尼亚等多个国家，建有烈士陵园、纪念碑塔堂馆、纪念雕塑等纪念设施100余处。这些设施是我国烈士纪念设施的重要组成部分，是弘扬烈士精神、传承中外友谊的重要历史见证。
对于境外烈士纪念设施保护管理工作，党和国家非常重视，成立了由民政部、外交部、财政部、解放军总政治部等相关部门参加的领导小组，建立了境外烈士纪念设施保护管理工作机制，制定了境外烈士纪念设施保护管理实施规划。目前，我们已基本完成了境外烈士纪念设施保护现状的调查摸底工作，修缮了朝鲜桧仓志愿军烈士陵园和巴布亚新几内亚抗战将士陵园，巴基斯坦吉尔吉特中国烈士陵园等境外烈士纪念设施修缮工作正在积极推进中。
下一步，我们将根据《意见》要求，积极稳妥推进境外烈士纪念设施保护管理工作，建立健全长效管理保护机制。同时加强与相关国家磋商，强化日常管理维护，完善祭扫工作制度，有序开展祭扫和纪念活动。
中央和地方财政投入近百亿元抢救保护零散烈士纪念设施
问：据了解，民政部从2011年起开始进行零散烈士纪念设施抢救保护工程，这项工程备受社会各界关注，工程目前的进展情况如何？
答：零散烈士纪念设施抢救保护工程，是一项民心工程、德政工程。从2011年开始，根据国家统一规划部署，拟用四年时间，到2014年10月1日前全部完成61.5万座散葬烈士墓和1.2万处零散烈士纪念设施的抢救保护工作，中央和地方财政将累计投入近百亿元实施零散烈士纪念设施抢救保护工程。截至今年第一季度，全国已完成40.8万座散葬烈士墓抢救保护，占普查总量的66%；完成5095处零散烈士纪念设施抢救保护，占普查总量的44%。到今年年底，预计90%散葬烈士墓和80%零散烈士纪念设施的抢救保护任务将顺利完成，一半以上的省份将100%完成抢救保护任务。
切实落实烈属抚恤优待政策
问：《意见》为什么强调完善烈属抚恤优待政策？
答：优待抚恤烈属是党和国家的一贯政策。自1990年开始，国家已经连续22年提高烈属定期抚恤金标准，每年提标增幅在15%左右，应该说，烈属定期抚恤标准已经形成了自然增长机制，他们的生活保障水平有了明显提高。但在实际生活中，一方面，烈属在医疗、住房和子女教育、就业等方面仍然存在着许多困难，需要进一步规范和统一；另一方面，在长期和平的环境下，全社会不同程度地出现国防观念和拥军优属意识淡化的现象，烈属的社会地位和荣誉感有所下降，需要进一步强化和提升。
为此，《意见》明确要求各级党委和政府要妥善解决烈属生活、医疗、住房和子女教育、就业等方面存在的实际困难。下一步，我们将与相关部门积极配合，切实落实好烈属的抚恤优待政策。
