近日，中共中央办公厅印发了《党委（党组）对下级党组织“一把手”开展监督谈话工作办法》，并发出通知，要求各地区各部门认真遵照执行。

第一条 为了压实党委（党组）全面从严治党主体责任，加强对“一把手”的管理监督，根据《中国共产党党内监督条例》和有关规定，制定本办法。
第二条 本办法适用于地方党委和按照《中国共产党党组工作条例》设立的党组（党委）在日常监督工作中，同下级党委（党组）、单位党组织（以下统称下级党组织）“一把手”就其履行全面从严治党第一责任人职责情况和严格自律情况开展的谈话（以下简称监督谈话）。
党的纪律检查机关、党的工作机关、党委直属事业单位在本单位开展监督谈话，党的基层组织开展监督谈话，参照本办法执行。
党组织采取谈话方式处置问题线索或者开展任职谈话、诫勉谈话，按照有关规定办理。
第三条 党委（党组）应当坚持和加强党的全面领导，健全全面从严治党体系，完善党内监督制度，加强党组织自上而下的监督，强化对下级党组织“一把手”的教育、管理、监督，督促落实管党治党政治责任，做到严于律己、严负其责、严管所辖。
第四条 开展监督谈话，应当遵循下列原则：
（一）坚持党要管党、全面从严治党；
（二）坚持突出重点；
（三）坚持抓早抓小、防微杜渐；
（四）坚持问题导向；
（五）坚持实事求是。
第五条 监督谈话包括定期谈话和及时谈话。
党委（党组）应当结合巡视巡察、纪律审查、审计监督、专项督查、干部考核等情况，制定开展定期谈话的年度计划，明确工作分工和完成时限。地方党委在一届任期内、党组（党委）在批准其设立的党组织一届任期内，应当做到对下一级党组织“一把手”定期谈话全覆盖。
下一级党组织“一把手”存在下列情形之一的，党委（党组）应当及时谈话：
（一）信访举报反映其所在党组织管党治党方面的问题较多或者较为突出；
（二）其所在党组织因履责不力或者作风不正被上级党组织通报批评，或者引发负面舆情、造成不良影响；
（三）其所在党组织在落实全面从严治党主体责任检查、考核中，被发现存在的问题较多或者较为突出；
（四）其所在党组织管辖范围内发生重大违纪违法案件、严重“四风”问题，暴露出的问题具有典型性、代表性，需要引起重视并加以整改；
（五）其本人在政治、思想、工作、生活、作风、纪律等方面存在苗头性、倾向性问题；
（六）其他需要开展及时谈话的情形。
第六条 党委（党组）办公厅（室）〔履行办公厅（室）职责的部门，下同〕负责组织监督谈话工作。纪律检查机关、组织（人事）部门、宣传部门、巡视巡察机构以及审计机关等相关单位立足职能职责予以配合，提出被谈话人人选的建议，提供有关情况和材料，根据需要派员参与谈话。
第七条 开展监督谈话，应当由党委（党组）领导班子成员作为谈话人，采取个别谈话的方式进行。其中，对市（地、州、盟）、县（市、区、旗）、乡镇（街道）党（工）委书记开展定期谈话的，应当由上一级党委书记作为谈话人。
第八条 开展监督谈话，应当根据被谈话人及其所在党组织的实际情况确定谈话内容，做到直奔主题、直面问题，见人见事见思想，力戒形式主义、官僚主义，防止只讲成绩不讲问题，防止当老好人、爱惜羽毛，防止面面俱到、走过场。
第九条 开展定期谈话的，谈话人应当认真做好谈话准备，对照《党委（党组）落实全面从严治党主体责任规定》、《中共中央关于加强对“一把手”和领导班子监督的意见》等法规文件，深入了解被谈话人及其所在党组织有关情况。被谈话人应当认真对照上述法规文件开展自查，深入查找履行全面从严治党第一责任人职责和严格自律方面存在的差距和不足。
开展及时谈话的，谈话人应当聚焦被谈话人存在的问题，做好谈话准备。
第十条 开展定期谈话，按照下列步骤进行：
（一）被谈话人报告自查情况；
（二）谈话人通报有关情况、严肃指出问题；
（三）被谈话人就有关问题作说明；
（四）谈话人提出整改要求；
（五）被谈话人作表态发言。
开展及时谈话，参照前款规定进行，并形成相关记录。
第十一条 被谈话人应当围绕监督谈话指出的问题，认真对照检视，在谈话结束后1个月内提出整改措施，并将谈话后的思想认识、整改措施向开展谈话的党委（党组）报告。其中，对于履行全面从严治党第一责任人职责的整改措施，应当向领导班子其他成员通报。
被谈话人应当在谈话结束后3个月内向开展谈话的党委（党组）报告整改情况。
第十二条 党委（党组）办公厅（室）应当汇总留存谈话记录、被谈话人整改措施以及整改情况等材料，并将有关情况抄送本级纪律检查机关（派驻本单位的纪检监察组）、组织（人事）部门和其他相关单位。
第十三条 党委（党组）在制定落实全面从严治党主体责任清单和年度任务安排时，应当把开展监督谈话作为领导班子及其成员履行责任的重要内容。
党委（党组）在每年年初报送的落实全面从严治党主体责任情况报告中，应当专门报告上一年度开展监督谈话工作的情况。党委（党组）书记应当将开展监督谈话情况作为每年述职的重要内容。
第十四条 上级党组织在落实全面从严治党主体责任考核、领导班子和领导干部考核等相关考核工作中，应当了解下级党委（党组）及其领导班子成员开展监督谈话工作的情况。
第十五条 上级党组织在对下级党委（党组）落实全面从严治党主体责任情况的监督检查和巡视巡察中，应当注意发现和推动解决监督谈话工作存在的问题。
纪律检查机关、组织（人事）部门应当把党委（党组）开展监督谈话情况、被谈话人整改情况纳入日常监督。
第十六条 对于监督谈话中涉及党组织尚未公开的事项或者其他应当保密的内容，有关人员应当予以保密。
第十七条 有下列情形之一的，应当依规依纪严肃追究责任：
（一）党委（党组）及其领导班子成员不履行或者不正确履行监督谈话职责；
（二）被谈话人在监督谈话中不如实报告情况；
（三）被谈话人落实整改要求不到位，敷衍整改、虚假整改甚至顶风违纪；
（四）其他应当追究责任的情形。
第十八条 军队可以根据本办法，制定军队党委开展监督谈话工作细则。
第十九条 本办法由中央纪委负责解释。
第二十条 本办法自发布之日起施行。
