根据市残联等9部门《关于印发的通知》（京残发〔2018〕26号）相关规定，符合招用残疾人岗位补贴和社会保险补贴办理条件的用人单位，按规定申报安排残疾人就业情况并申报缴纳了残疾人就业保障金后，请于2026年8月1日至11月30日期间，以网上申请（使用电子营业执照或数字证书登录网上申报系统http://wangshen.bdpf.org.cn/intbdpfcbj/page/login/login.html）、现场申请或邮寄材料申请的方式，向税务登记地的残疾人就业服务机构申请2025年1至12月的岗位补贴和社会保险补贴。未在规定期限内申请的，视为自行放弃，不再给予补贴。

事项描述：本市行政区域内的机关、团体、企业、事业单位、民办非企业单位（以下简称用人单位）招用具有本市户籍，劳动年龄内（年满16周岁至法定退休年龄之前），持有《中华人民共和国残疾人证》（智能卡）或《中华人民共和国残疾军人证（1至8级）》的残疾人劳动力，并符合规定条件的，可申请享受岗位补贴和社会保险补贴。其中，社会保险补贴对象为“三类残疾人”（即：持有《中华人民共和国残疾人证》（智能卡）的智力残疾人、精神残疾人和残疾等级为一、二级的肢体残疾人劳动力）和非“三类残疾人”的自毕业之日起2年内未实现就业的残疾人毕业生；机关、事业单位不列入社会保险补贴范围。
办理条件：1.依法与残疾人签订一年及以上期限劳动合同，且在劳动合同期限内，或将残疾人录用为机关、事业单位在编人员；2.支付残疾人职工不低于当年本市月最低工资标准1.2倍工资；3.按规定为残疾人职工缴纳社会保险费；4.按规定申报了安排残疾人就业情况，并申报缴纳了残疾人就业保障金。
注：申请岗位补贴和社会保险补贴的单位，应先申报安排残疾人就业情况，并按规定申报缴纳残保金后，方可提出补贴申请。
办理材料：用人单位按规定申报了安排残疾人就业情况，并申报缴纳了残疾人就业保障金之后，可在2026年8月1日至11月30日期间，通过网上申请、邮寄材料申请或现场申请的方式向税务登记地的残疾人就业服务机构申领岗位补贴和社会保险补贴，办理材料如下：
1.网上申请。无需提交材料。
2.现场申请。提供如下材料：
（1）《北京市用人单位招用残疾人岗位补贴和社会保险补贴申请审批表》原件1份（需法人签字并加盖公章，以下简称《申请审批表》）；
（2）申请招用残疾人毕业生社会保险补贴的，还应提交残疾人毕业生最高学历《毕业证》原件（经查验后退回）。
3.邮寄材料申请。提供如下材料：
（1）《申请承诺书》1份；
（2）《申请审批表》原件1份；
（3）残疾人毕业生最高学历《毕业证》（提供复印件，加盖单位公章）。
注：网上申请毕业生社会保险补贴的单位，请携带所招用残疾人毕业生的最高学历《毕业证》原件（原件经审核后退回）或邮寄相关材料至税务登记地的残疾人就业服务机构办理。
办理流程：用人单位申请岗位补贴和社会保险补贴，可通过“北京市用人单位招用残疾人岗位补贴和社会保险补贴网上申报系统”网上申请，或到税务登记地的残疾人就业服务机构现场申请或邮寄材料申请。
注：单位采取邮寄材料申请的，以残疾人就业服务机构的签收日期为申请日期，签收日期在截止日期之前的可正常办理。
