8月8日，辽宁首车“TIR+保税”暨铁岭地区TIR首发仪式举行，40辆货车顺利交付辽宁供联物流有限公司并载货发车，标志着铁岭正式开通TIR国际公路运输业务。这是我省“TIR+保税”融合新业态实现首次落地。
TIR即国际公路运输，是继航空、铁路、海运之后的中欧“第四物流通道”。“一次申报、一次放行、一车到底”是其最大优势，相较航运整体运输费用可节省超50%，相较铁路运输更快、更灵活。
“货物经铁岭保税物流中心完成集结、仓储、报关手续后，即搭载TIR运输车辆直接出境，直达中亚五国及欧洲地区，无须到出境口岸再次报关，实现‘保税集结、公路直达欧亚’。”辽宁供联物流有限公司总经理陈聪介绍。此次首发，填补了辽北地区TIR国际公路运输业务的空白，与现有的中欧班列形成“铁路+公路”多式联运互补格局，进一步完善了辽北向欧亚开放的国际物流网络。
据介绍，目前我省TIR国际公路运输呈现辽南、辽中、辽西、辽北全面布局，多点开花，稳健发展的态势。
近年来，随着我省对外贸易规模不断扩大，国际口岸运输需求持续攀升。为适配不断扩大的对外经贸运输需要，省交通运输厅通过“管家式”一对一专项帮扶、提供“一站式”办理服务、打造区域运输品牌等举措，积极培育国际运输骨干企业，拓展中蒙俄、中欧、中亚跨境物流规模，推动TIR运输快速发展。2025年，全省完成TIR运输量269车次，运量达3461吨，运输量实现3倍增长，作业量跃居全国公路口岸第四位。
