Shenzhen Public Security Bureau Launches Special Campaign to Combat 'Two-Card' Crimes

The Shenzhen Public Security Bureau launched a special campaign in July 2025 to crack down on crimes involving the illegal trade and use of phone cards and bank cards, resulting in the arrest of over 1,200 suspects and the dismantling of multiple criminal networks and illicit production sites. The bureau pledges to continue using this campaign as a key tool to combat new types of telecom and online fraud, aiming to curb the black and gray industries associated with 'two-card' crimes.
