近日，大鹏新区水务局开展了关于新修订的《〈深圳经济特区排水条例〉罚款处罚实施标准》的深入学习，旨在精准把握法规更新要点，提升排水管理与执法水平。 本次学习围绕多个关键亮点展开。一是细化裁量标准，将二十二条违法行为按违法程度分为从轻、一般、从重三个裁量阶次，提升执法精准度，避免同案不同罚；二是明晰“情节严重”界定，通过列举、定义量化指标，增强法规可操作性；三是新增事项编码，即广东政务服务网对应职权事项基本编码，规范执法流程，方便案件追溯与监督，提升执法效率与透明度，助力打造阳光水务执法。 下一步，大鹏新区水务局将继续加强法治建设，定期组织学法活动，不断提升领导干部的法律素养和执法能力，为推动新区水务事业高质量发展营造良好的法治环境。
