10月28日，2025碳达峰碳中和论坛暨深圳国家低碳城论坛开幕。在“碳寻新未来——2025深圳国际低碳城龙岗场景展”上，龙岗区以“《新市政绿色智能体系建设白皮书》+视频”形式发布“新市政”四大项目，其中低空经济“新型城市‘飞力’基础设施体系”方案引发广泛关注。该方案直击低空经济应用场景开发薄弱痛点，以“场景驱动、智慧高效”为核心，构建“基建+平台+基地+标准”四位一体产业生态，为城市低空治理与产业发展提供可复制的龙岗样本。 场景牵引下，龙岗低空基建网络持续织密，以物流配送、医疗急救、商圈服务等需求为导向，在交通枢纽、重点商圈等关键节点布局多功能低空起降点。数字赋能层面，龙岗携手高德地图打造“空中高德”生态。产业支撑上，华南地区首个无人机专业测试场地——龙岗低空智能融合测试基地作用凸显。标准引领方面，龙岗聚焦低空基础设施建设与服务保障标准制定，已推动测试场、起降点、通信导航等设施建设标准及净空保护、噪音防护等环保标准落地，形成涵盖飞行审批、安全监管、应急处置的完整管理体系。应用落地已实现多元突破，载人运输开通34条直升机航线，以商务飞行体验券对接企业需求。
