一、负责市政府投资项目的项目建议书、可行性研究报告的评审以及初步设计的评估论证。 二、负责市政府投资项目的概算审核，编制概算参考指标体系。 三、负责评审业务信息系统的管理，为政府投资项目决策提供多维度技术支撑。 四、开展投融资、后评价等政府投资政策研究，参与制定政府投资项目领域相关标准与规范。 五、受市发展改革部门委托，承担全社会固定资产投资项目节能评估论证并提出评审意见，协助做好节能监察技术性、辅助性、事务性工作。 六、开展全市能耗及碳排放双控监测分析，对重点用能单位节能降碳状况跟踪分析评价。 七、开展碳达峰碳中和以及碳预算管理、节能降碳政策、法规、规划及管理制度等研究，承担节能降碳领域宣传工作。 八、完成市发展改革委交办的其他任务。
