各省、自治区、直辖市、新疆生产建设兵团发展改革委、工业和信息化主管部门、生态环境厅（局）、市场监管局（厅、委）、能源局：<br>
为全面贯彻党的二十大精神，认真落实党中央、国务院决策部署，实施全面节约战略，加大节能降碳工作力度，深入推进电解铝行业节能降碳改造和用能设备更新，支撑完成“十四五”能耗强度降低约束性指标，国家发展改革委、工业和信息化部、生态环境部、市场监管总局、国家能源局等部门制定了《电解铝行业节能降碳专项行动计划》。现印发给你们，请认真抓好落实。<br>
