This notice, jointly issued by the National Development and Reform Commission and the Ministry of Finance, establishes the annual fee schedule for years 11-15 of design patents (now extended to 15 years) and sets the fee standards for the 'individual designation fee' required for international design applications entering China.

国家知识产权局，各省、自治区、直辖市及计划单列市发展改革委、财政厅（局），新疆生产建设兵团发展改革委、财政局：<br>
  根据《中华人民共和国专利法》以及《财政部 国家发展改革委关于在专利收费项目中增加单独指定费子项有关事项的通知》（财税〔2022〕13号）有关规定，外观设计专利权期限由10年延长为15年，指定进入我国的外观设计国际申请及国际注册续展，相关申请人应缴纳单独指定费。现将外观设计专利年费、单独指定费标准有关问题通知如下：<br>
  一、外观设计专利第11—15年年费标准为每年3000元。<br>
  二、单独指定费标准为：第一期（1—5年）4100元，第二期（6—10年）7600元，第三期（11—15年）15000元。<br>
  三、收费单位应严格执行上述规定，不得擅自增加收费项目、扩大收费范围和改变收费标准。<br>
  四、价格、财政、市场监管部门要加强对本通知落实情况的监督检查，对不按规定执行收费标准的，依法给予处罚。<br>
  五、上述规定自2022年5月5日起执行。<br>
