为加强对咨询工程师（投资）的行业自律管理，明确法律责任，规范执业行为，保证服务质量，促进工程咨询行业健康发展，根据《国务院关于投资体制改革的决定》（国发〔2004〕20号）、《国务院关于第六批取消和调整行政审批项目的决定》（国发〔2012〕52号）、《工程咨询单位资格认定办法》（国家发展改革委令第29号）及国家有关法律法规，特制定《咨询工程师（投资）管理办法》，现予发布，自2013年7月1日起施行。
