为了加强中央投资项目招标代理机构的资格认定，规范中央投资项目招标代理活动，依据《中华人民共和国招标投标法》、《中华人民共和国行政许可法》、《国务院关于投资体制改革的决定》和《国家发展改革委保留的行政审批项目确认书》，特制定《中央投资项目招标代理机构资格认定管理办法》，现予发布，自二○○五年十一月一日起施行。
