This joint ministerial order promulgates the Administrative Measures for Nationally Recognized Enterprise Technology Centers to standardize and strengthen the recognition and evaluation of these centers, aiming to guide and demonstrate their role in the national innovation system and enterprise innovation capacity building.

为进一步贯彻落实《中共中央、国务院关于加强技术创新发展高科技实现产业化的决定》，充分发挥国家认定企业技术中心在国家创新体系和企业创新能力建设中的引导与示范作用，规范和加强国家认定企业技术中心的认定和评价工作，依据《科学技术进步法》，特制定《国家认定企业技术中心管理办法》，现予以公布，自2005年5月1日起施行。
