国管局，中直管理局，各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委：<br>
  为认真贯彻落实党中央、国务院决策部署，加强和规范污染治理和节能减碳专项中央预算内投资管理，提高中央资金使用效益，调动社会资本参与污染治理和节能减碳的积极性，我们制定了《污染治理和节能减碳中央预算内投资专项管理办法》，现予以印发，请认真遵照执行。《中央预算内投资生态文明建设专项管理暂行办法》（发改环资规〔2017〕2135号）同时废止。<br>
