各省、自治区、直辖市发展改革委、财政厅（局）、交通运输厅（局、委）、商务厅（局、委）、国资委、口岸管理办公室、市场监管局，海关总署广东分署、各直属海关：<br>
为贯彻党中央、国务院的决策部署，清理规范海运口岸收费，优化营商环境，减轻进出口企业负担，促进贸易便利化，我们研究制定了《清理规范海运口岸收费行动方案》，现印送你们，请遵照执行。<br>
