为进一步规范短缺药品和原料药市场价格行为，维护市场价格秩序，建立药品和原料药购销公平竞争的市场环境，保护消费者利益，根据《中共中央 国务院关于推进价格机制改革的若干意见》（中发〔2015〕28号）精神，我委研究制定了《短缺药品和原料药经营者价格行为指南》，现予以公告。价格主管部门要做好宣传、引导和执法工作。<br>
