.TRS_Editor P{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor DIV{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TD{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TH{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor SPAN{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor FONT{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor UL{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor LI{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor A{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}<br> .TRS_Editor P{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor DIV{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TD{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TH{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor SPAN{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor FONT{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor UL{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor LI{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor A{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}<br> 财社〔2022〕38号<br> 各省、自治区、直辖市、计划单列市财政厅（局）、民政厅（局），新疆生产建设兵团财政局、民政局： <br> 　　为进一步加强中央财政困难群众救助补助资金管理，提升资金使用效益，现在《财政部 民政部关于印发<中央财政困难群众救助补助资金管理办法>的通知》（财社〔2017〕58号）和《财政部 民政部 住房城乡建设部 中国残联关于修改中央财政困难群众救助等补助资金管理办法的通知》（财社〔2019〕114号）的基础上，对相关内容作如下修改： <br> 　　一、将第二条第二款修改为： <br> 　　补助资金实施期限至2025年12月31日。期满前财政部会同民政部根据法律、行政法规和国务院有关规定及工作需要，组织开展绩效评估，根据评估结果确定是否延续补助政策及延续期限。 <br> 　　二、将第五条修改为： <br> 　　补助资金按因素法分配，主要参考各地救助需求因素、财力因素和绩效因素等，重点向保障任务重、财政困难、工作绩效好的地区倾斜。测算公式为： <br> 　　某地应拨付资金=资金总额×该地分配系数/∑分配系数<br> 　　其中：某地分配系数=该地需求因素×该地财力因素×该地绩效因素。 <br> 　　财政部、民政部在每年分配资金时，根据党中央、国务院的有关决策部署及管理改革要求，可对选取的具体分配因素及其权重等进行适当调整。同时，为高质量推进社会救助工作开展，提高使用数据的科学性，在具体测算时可根据实际情况适当引入审核调整机制，对相关对象数量等基础数据的年度增减幅度设定上下限、对异常或离散数据进行适当调整等；为保持对各地困难群众救助工作支持的相对合理性，可适当对分配测算结果进行增减幅控制。 <br> 　　三、第七条增加一款，作为第二款： <br> 　　有关结转结余资金管理按照《国务院办公厅关于进一步做好盘活财政存量资金工作的通知》（国办发〔2014〕70号）、《财政部关于推进地方盘活财政存量资金有关事项的通知》（财预〔2015〕15号）等规定执行。 <br> 　　四、第十条增加一款，作为第一款： <br> 　　补助资金按照直达资金有关规定管理。属于政府采购管理范围的，应按照政府采购有关规定执行。鼓励各地按规定通过政府购买服务的方式引导社会力量参与提供救助服务。 <br> 　　五、将第十五条修改为： <br> 　　各级财政、民政部门应切实防范和化解财政风险，强化流程控制、依法合规分配和使用资金，实行不相容岗位（职责）分离控制。 <br> 　　各级财政、民政部门及其工作人员在补助资金的分配审核、使用管理等工作中，存在违反本办法规定的行为，以及其他滥用职权、玩忽职守、徇私舞弊等违法违规行为的，依法追究相应责任。涉嫌犯罪的，依法移送有关机关处理。 <br> 　　以上修改内容自本通知印发之日起施行。 <br> 　　财政部 民政部<br> 　　2022年 4月8日
