各省、自治区、直辖市、计划单列市财政厅（局）、工业和信息化主管部门、通信管理局，新疆生产建设兵团财政局、工业和信息化主管部门： <br>
为贯彻落实《中华人民共和国电信条例》，完善农村和偏远地区宽带网络覆盖，推进网络强国、乡村振兴战略实施，加快数字中国建设，“十四五”期间，中央财政继续通过电信普遍服务补助资金支持农村和偏远地区光纤宽带、移动通信等网络建设运行维护。为进一步规范电信普遍服务补助资金的管理和使用，提高资金使用效益，财政部、工业和信息化部对《电信普遍服务补助资金管理试点办法》（财建〔2018〕638号）进行了修订，现予印发，请遵照执行。 <br>
