2025年10月10日，财政部与德国复兴信贷银行签署了湖南省森林经营和碳汇开发项目贷款协定。该项目总投资约18.40亿元人民币，其中借用德国复兴信贷银行贷款1.915亿欧元（约折合人民币14.94亿元），贷款期限15年（含5年宽限期）。 <br>
项目旨在践行“两山”理论和推进“双碳”目标实现，构建具有湖南特色的森林经营制度和技术体系，并探索构建林业碳汇核算和交易机制。主要建设内容包括近自然森林经营、林业碳汇开发、辅助开发、支撑能力建设等。
