各区人民政府，市政府各委、办、局，各市属机构：<br>
为落实重大行政决策程序制度，促进科学民主依法决策，根据《重大行政决策程序暂行条例》，市政府办公厅编制了《2023年北京市人民政府重大行政决策事项目录》（以下简称《目录》），经市委、市政府同意，现予印发，并就有关工作通知如下：<br>
一、《目录》明确的重大行政决策事项承办单位要严格按照《重大行政决策程序暂行条例》规定，认真落实责任，把握时间要求，严格履行公众参与、专家论证、风险评估、合法性审查和集体讨论决定等法定程序，并在提请市政府常务会议审议重大行政决策事项时，报告履行相关决策程序的情况。<br>
二、在后续工作中，确需结合实际对列入《目录》的决策事项进行调整的，承办单位要深入研究论证、充分阐明理据，提出具体意见报市政府审定。<br>
三、市政府办公厅将对重大行政决策事项有关工作加强督促检查。<br>
