This notice raises the maximum annual payment limit for Shanghai's small town basic medical insurance fund from 46,735 yuan to 280,000 yuan, effective April 1, 2012, and specifies an 80% reimbursement rate for costs above the new limit.

各区、县人民政府，市政府各委、办、局：<br>
为进一步提高本市小城镇基本医疗保障水平，经研究，市政府决定自2012年4月1日起，本市小城镇基本医疗保险基金最高支付限额从46735元提高到28万元。最高支付限额以下的医疗费用，由小城镇基本医疗保险基金按现行规定支付；最高支付限额以上的医疗费用，由小城镇基本医疗保险基金支付80%。<br>
特此通知。<br>
