各区、县人民政府，市政府各委、办、局：<br>
为进一步理顺和完善本市契税征管体制，根据财政部、国家税务总局《关于加快落实地方财政耕地占用税和契税征管职能划转工作的通知》（财税〔2009〕37号）精神，市政府决定，自2011年4月1日起，本市契税征管职能由财政部门划转至地税部门，本市各级地税部门负责征收契税。本市各级财政、地税部门要加强配合，确保契税征管职能划转平稳有序完成。<br>
