《上海市加快高效电机推广促进高效电机再制造工作方案》（沪府办发［2011］62号）明确的总体要求是：突出以旧换新，大力推进存量老旧电机的更新升级；体现全面覆盖，以工业领域为主，兼顾公共建筑等其他领域；强化引逼结合，加强地方配套补贴的政策引导，并加大对淘汰落后电机、强化源头准入的执法监管力度；力求带动产业，在促进普通高效电机发展的同时，大力培育再制造高效电机产业。具体措施包括：对“以旧换新”用户和再制造高效电机用户给予地方补贴，严格回收主体，加快推进高耗能落后电机淘汰，严格把好新建项目源头准入关。<br>
《方案》明确了相关职责分工。
