沪府办发〔2003〕29号 各区、县人民政府，市政府各委、办、局： 鉴于国务院第381号令《城市生活无着的流浪乞讨人员救助管理办法》已于今年8月1日起施行，《城市流浪乞讨人员收容遣送办法》同时被废止，经市政府同意，1990年12月26日《上海市人民政府办公厅转发市民政局、市公安局关于明确本市收容遣送对象范围的请示的通知》(沪府办〔1990〕182号)予以废止。<br>
