各区人民政府，市政府有关委、办、局，各有关单位：<br>
根据《国务院办公厅关于全面推行行政规范性文件合法性审核机制的指导意见》（国办发〔2018〕115号）和《上海市行政规范性文件管理规定》（市政府17号令），经市政府同意，对市级行政规范性文件制定主体作出如下调整：<br>
一、新增上海市人才工作局、上海东方枢纽国际商务合作区管理局为市级行政规范性文件制定主体。<br>
二、现行市级行政规范性文件制定主体清单中的上海市消防救援总队调整为上海市消防救援局。<br>
