答：中方高度重视出口管制工作，注重借鉴国际通行做法，持续加强和完善出口管制体系建设，根据实际情况调整完善两用物项出口管制清单。战略资源相关物项具有明显的军民两用属性，中方将充分参照国际惯例，更好履行防扩散等国际义务，并根据自身维护国家安全等需要，适时依法增列有关战略资源，加强出口管制。 <br>
中方对相关物项实施出口管制，体现了中国政府负责任的大国担当。同时，中方将坚定不移推进高水平开放，愿与有关国家和地区加强出口管制领域对话合作，维持全球产业链供应链稳定。<br>
