This decision transfers the management functions, institutions, personnel, and funds of the New Rural Cooperative Medical Scheme from health departments to labor and social security departments to achieve urban-rural integration of basic social medical insurance, effective May 1, 2009.

关于将新型农村合作医疗纳入社保管理的决定惠府〔2009〕57号各县、区人民政府，市政府各部门、各直属机构： 为贯彻落实中共中央、国务院《关于深化医药卫生体制改革的意见》和《珠江三角洲地区改革发展规划纲要（2008～2020）》，建立适应我市可持续发展的社会基本医疗保险制度，实现社会基本医疗保险城乡一体化，提高人民群众健康水平，促进经济社会和谐发展。市政府决定，从2009年5月1日零时起，市、县（区）、乡镇新型农村合作医疗管理职能、机构、人员编制和基金由卫生部门移交劳动保障部门统一管理。在新型农村合作医疗移交期间，参加农村合作医疗农民的报销补偿工作不中断。惠州市人民政府二OO九年四月十三日
