This document announces the decision by the Huizhou Municipal Government to conduct artificial precipitation enhancement operations from February 21 to April 30, 2009, in designated districts and counties to alleviate severe drought conditions and secure water for spring farming and domestic use.

关于开展人工增雨作业的公告惠府〔2009〕18号 2008年11月以来，我市旱情较为严重，为确保今年的春耕生产和生活用水，根据《中华人民共和国气象法》和《人工影响天气管理条例》的规定，市人民政府决定于2009年2月21日至2009年4月30日期间在惠城区、惠阳区、惠东县、博罗县、龙门县范围内，根据天气条件开展人工增雨作业。人工增雨火箭作业区的各级政府及有关部门要进一步做好安全工作，禁止无关人员进入作业区，低洼地带注意做好预防局部洪涝工作。惠州市人民政府二OO九年二月二十日
