2月25日下午，市十六届人大五次会议预备会议后，市委书记，市人大常委会党组书记、主任陈岸明主持召开主席团第一次会议。会议推选陈岸明、郑泽晖、易中强、凌传茂、钟军、冯立坚、吴国杰、甄仁旺、陈霞、余中华、谢超武、杨健平为大会主席团常务主席。 会议以举手表决的方式通过了大会执行主席分组名单、会议日程、大会议案和决议表决办法，决定了大会副秘书长。会议还决定，本次会议代表向大会提出议案和质询案的截止时间为2025年2月27日下午3时。
