保护生态环境，构建环境友好型的光明新区。光明新区自然生态资源丰富，规划提出了注重保护生态环境，建立了以“生态屏障－生态绿核－生态廊道”等多层次的城市生态系统，结合河道整治与排水沟渠规划了“城市运河”这一自然的水网系统，在优化城市景观的同时为实现“雨洪利用”创造条件。在不破坏原有地形地貌、生态植被的前提下，先期发展新区主要道路、园区路网和配套基础设施，营造良好的生态环境、生活环境、投资环境，保证工业文明和自然生态的和谐，谋求生态效益最大化。
