中府办[1999]95号，1999年11月30日颁布 火炬区管委会，各镇政府、区办事处，市属有关单位： 市体改委《关于市属转制企业退休干部非统筹待遇的处理意见》业经市政府同意，现转发给你们，请认真贯彻执行。 中山市人民政府办公室 一九九九年十一月三十日关于市属转制企业退休干部非统筹待遇的处理意见市政府： 为了使新一轮改革深入推进，确保市属公有企业转制顺利进行，现对市属转制企业退休干部的非统筹待遇，提出如下处理意见： 一、2001年6月30日前经市政府批准实施关闭、破产和转为非公有制的企业，按每个退休干部3000元的标准，一次性缴交给市社保局专户。市社保局在收到该项资金的次月起，于发放退休金时随同发放退休干部非统筹待遇。 二、退休干部非统筹待遇仍按市政府原定标准，即每人每月120元(其中临时生活补贴100元，交通费补贴20元)，今后市社保局通过逐步提高养老金发放标准，相应冲减非统筹待遇，直至冲减完毕。 三、将关闭、破产和转为非公有制企业一次性缴交退休干部非统筹待遇的资金来源列入改革成本，从资产转让收入或资产清算变现收入中解决；企业确不能支付的，由所属的资产经营公司统筹解决。 以上意见如无不当，请批转执行。 中山市经济贸易局 一九九九年十一月三十日
