This notice stipulates that, effective May 1, 2007, real estate ownership changes involving transfer through renaming or confirmation procedures must complete transfer formalities and pay relevant taxes and fees in accordance with the law, while also allowing for reductions or exemptions where applicable under national preferential policies.

火炬区管委会，各镇政府、区办事处，市属有关单位： 为严格执行国家有关税收征收管理的规定，进一步规范房地产市场管理，结合我市实际，现就有关事项通知如下： 一、从2007年5月1日起，对办理更名、确权手续的房地产权属变更行为，凡涉及权属转移的，应办理转让手续，依法缴纳相关税费。 二、对适用国家有关税费优惠政策的房地产权属转移行为，可根据相关法律法规，由征收机关办理减征或免征税费的手续。中山市人民政府办公室 二○○七年五月八日
