深建市场〔2020〕10号各有关单位： 为优化营商环境，进一步规范我市建设工程招标投标活动，现将投标担保相关事宜通知如下： 招标工程投标担保可通过保证金、银行保函（含电子保函）等多种形式提交，其中保证金须从投标人基本账户汇出，银行保函须由投标人基本账户开户银行所在网点或其上级银行机构出具。提交投标担保时无需同时提供银行上下级关系隶属证明或基本账户开户证明，中标后可根据招标人要求补充相关证明材料。投标过程中，各投标人因不按上述原则提交投标担保被质疑或投诉，且无法提供相关证明文件的，招标人可取消其投标资格。 特此通知。深圳市住房和建设局2020年7月16日
