粤财社〔2020〕342号各地级以上市财政局，有关财政省直管县（市）财政局： 为提高预算完整性，加快预算执行进度，按照预算管理规定并商省人力资源社会保障厅，现提前下达2021年技工院校国家奖学金、助学金和免学费中央财政和省财政补助资金（金额、列支科目及绩效目标详见附件）。有关事项通知如下： 一、此项资金待2021年预算年度开始后，按程序拨付使用。在年度执行中，按照资金分配办法据实清算和调整，多退少补。 二、请尽快将本次提前下达资金分配拨付至有关单位和财政部门。地市和县（市、区）财政部门应将上级财政提前下达的转移支付预计数全额编入本级预算，准确列入相关收支科目，切实提高预算编制的完整性。 三、根据规定，2021年中央学生资助补助经费纳入中央直达资金范围，请各地按照直达资金有关要求，做好资金管理工作。 附件： 1.2021年技工院校国家奖学金、助学金和免学费中央和省财政补助资金情况表 2.技工院校国家奖学金绩效目标表 3.国家助学金绩效目标表 4.中职免学费资金绩效目标表 广东省财政厅 2020年12月31日
