2018年2月2日，李勇主任主持召开新区管委会二〇一八年第三次常务会议。 会议审议并原则通过《深圳市大鹏新区社区老年人日间照料中心建设和运营管理暂行办法》。社区老年人日间照料中心是一项公益事业，新区要广泛借鉴兄弟区成熟经验，完善工作机制。会议要求，一是新区日间照料中心规划要将国内最高水平作为参照系，建设运营机制要起点高、标准、规范。二是要将社会效果放在第一位，处理好政府与企业的关系，政府做好保障、组织、引导和政策支持工作。三是由于群体的特殊性和敏感性，要提前谋划，建立完善、科学、有效、灵活的运营机制，将好事办实、实事办好。 会议还审议了其他事项。
