15日上午，市七届人大五次会议举行预备会议。市人大常委会副主任黄熹主持会议。 市人大常委会副主任秦雯、王全录、林素钦、林少敏、叶明文，秘书长王辉在主席台就座。 市第七届人民代表大会现有代表414人，出席预备会议的代表381人，符合法定人数。 黄熹在会上强调，各位代表要以饱满的政治热情，依法认真履职尽责，共同把这次大会开成民主团结、风清气正、圆满成功的大会。 会议选举大会主席团和秘书长；表决通过大会议程。
