人工智能发展正从技术突破迈向与经济社会各领域的系统性融合，呈现多维新趋势。技术层面，正经历从规模驱动向效能创新与架构革命的关键跨越；产业层面，竞争焦点由单一模型性能转向以智能体协同网络和“数字层”为核心的综合发展效能；治理层面，正面临从静态规制向敏捷适应、伦理内嵌的深刻演变；生态层面，呈现出全球协作深化与自主能力筑基双重演进的格局。根据上述趋势，本文提出构建下一代智能计算新范式、定义数字层经济的新规则与组织、构建可编程与自适应的敏捷治理框架、积极主导重塑全球“智态”话语体系等应对建议。
