EU Commission Adopts Delegated Regulation Amending Dual-Use Export Control List

On September 8, 2025, the European Commission adopted a delegated regulation to revise the EU dual-use export control list in Annex I of Regulation (EU) 2021/821, aligning with updates from four international multilateral export control regimes. The revision adds controls on quantum technologies, semiconductor manufacturing equipment and materials, advanced computing integrated circuits, high-temperature coatings, additive manufacturing equipment, and peptide synthesizers, and modifies certain control parameters and technical definitions.
