根据《中国人名汉语拼音字母拼写规则》（国家标准编号：GB\/T 28039-2011）和关于机读旅行证件的相关国际通用规范，现就内地居民拼音姓名中字母“Ü”在出入境证件中的打印规则公告如下： 一、内地居民申办出入境证件，出入境证件上打印的持证人拼音姓名中，LÜ（吕等字）、NÜ（女等字）中的字母“Ü”应当转换为“YU”； LÜE（略等字）、NÜE（虐等字）中的字母“Ü”应当转换为“U”。 二、考虑到一些内地居民仍持用按旧规则打印制作的出入境证件，为避免因新旧证件、不同证件上的字母“Ü”转换规则不一致给持证人旅行或办理相关事务造成困难，国家移民管理机构可以根据申请人要求，在签发新的出入境证件时打印与申请人原有出入境证件一致的拼音姓名。 国家移民管理局 2021年9月29日
