为贯彻落实党的十六届五中全会和全国科技大会精神，增强自主创新能力，加快发展高技术产业，进一步规范管理国家高技术产业发展项目，特制定《国家高技术产业发展项目管理暂行办法》，经国家发展和改革委员会主任办公会讨论通过，现予公布，自2006年4月1日起施行。
