.TRS_Editor P{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor DIV{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TD{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TH{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor SPAN{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor FONT{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor UL{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor LI{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor A{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}<br> .TRS_Editor P{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor DIV{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TD{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor TH{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor SPAN{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor FONT{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor UL{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor LI{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}.TRS_Editor A{margin-bottom:1em;line-height:1.8;font-family:宋体;font-size:12pt;}<br> 财农〔2026〕3号 <br> 各省、自治区、直辖市、计划单列市财政厅（局）、农业农村（农牧）厅（局、委），新疆生产建设兵团财政局、农业农村局： <br> 　　为进一步加强管理，提升政策效能，农村综合改革转移支付资金（以下简称综改资金）自2026年起由财政部、农业农村部共同管理。综改资金的政策内容、资金测算分配办法等总体保持稳定。现就《农村综合改革转移支付资金管理办法》（财农〔2023〕81号）有关条款修订情况补充通知如下： <br> 　　一、将第三条内容修改为“农村综合改革转移支付由财政部会同农业农村部负责管理。财政部负责综改资金中期财政规划和年度预算编制，会同农业农村部制定资金分配方案，下达资金预算，组织开展预算绩效管理工作，督促指导地方加强资金监督管理和制度建设等工作。农业农村部负责相关规划、实施方案等编制和审核，根据党中央、国务院有关决策部署，按照资金管理办法规定的支出方向和支持内容，研究提出年度具体任务和资金测算分配建议。督促指导地方做好项目和资金管理等相关工作，按规定开展预算绩效管理、加强绩效管理结果应用等工作。地方财政部门主要负责综改资金的分解、预算下达、资金审核拨付及使用监督等工作，组织开展本地区预算绩效管理工作。地方农业农村部门主要负责相关规划、实施方案等编制、项目组织实施和监督、资金使用管理等，研究提出任务和资金分解安排建议，做好本地区预算执行，具体开展本地区绩效目标管理、绩效运行监控、绩效评价和结果应用等工作。地方各级财政、农业农村部门应当对上报的可能影响资金分配结果的有关数据和信息的真实性、准确性、规范性，以及项目实施和资金管理的有效性、合规性等负责。” <br> 　　二、将第十一条中“同时抄送财政部当地监管局”，修改为“同时抄送农业农村部、省级农业农村部门和财政部当地监管局。” <br> 　　三、将第十二条、第二十一条中有关材料的备案部门由“财政部”修改为“财政部、农业农村部”。将第十二条、第十三条、第十四条、第十六条、第十八条、第十九条、第二十一条中“财政部门”，修改为“财政部门会同农业农村部门”。将第二十条中“财政部门”，修改为“财政部门、农业农村部门”。 <br> 　　四、将第十七条内容修改为“农村综合改革转移支付资金应当按照全面实施预算绩效管理的要求，建立健全全过程预算绩效管理机制。地方各级财政、农业农村部门要加强绩效目标管理，按要求科学合理设定、审核绩效目标。预算执行中，地方各级财政、农业农村部门按要求开展绩效运行监控，及时发现并纠正存在的问题，确保绩效目标如期实现。预算执行结束后，省级财政、农业农村部门按职责和要求对绩效目标完成情况开展绩效自评，并将绩效自评结果报财政部、农业农村部，抄送财政部当地监管局。农业农村部、财政部按程序汇总审核形成整体绩效自评结果。财政部根据工作需要适时组织开展重点绩效评价。各级财政、农业农村部门按规定做好绩效信息公开。” <br> 　　本通知自印发之日起施行。 <br> 　　财政部 农业农村部 <br> 　　2026年2月9日
