This announcement confirms that the China-Russia double taxation avoidance agreement and its amending protocol have entered into force on April 9, 2016, and apply to income derived on or after January 1, 2017. It also updates the recognized stock exchange in Russia to the Moscow Exchange following the merger of MICEX and RTS.

《中华人民共和国政府和俄罗斯联邦政府对所得避免双重征税和防止偷漏税的协定》及议定书（以下简称《协定》）和《关于修订〈中华人民共和国政府和俄罗斯联邦政府对所得避免双重征税和防止偷漏税的协定〉的议定书》（以下简称《议定书》）分别于2014年10月13日和2015年5月8日在莫斯科正式签署。中俄双方已完成《协定》和《议定书》生效所必需的各自国内法律程序。《协定》和《议定书》于2016年4月9日生效，适用于2017年1月1日及以后取得的所得。《协定》和《议定书》文本已在国家税务总局网站发布。　　关于《协定》第二十三条第六款规定的“被认可的证券交易所”,俄方“莫斯科国际货币交易所(MICEX)”和“俄罗斯交易系统(RTS)”已合并为“莫斯科证券交易所（Moscow Exchange）”。因此，“莫斯科证券交易所”将代替“莫斯科国际货币交易所”和“俄罗斯交易系统”，成为在俄罗斯“被认可的证券交易所”。　　特此公告。<br> 国家税务总局2016年7月25日
