Notice of Zhuhai Municipal People's Government on Strengthening the Management of Balloon Release
珠海市人民政府关于加强施放气球管理的通告（珠府〔2004〕143号）
This notice prohibits the release of unmanned free balloons or tethered balloons within a 50km radius of Zhuhai/Sanzao Airport, with limited exceptions for certain islands, to ensure public safety and aviation security. It also mandates strict approval procedures for balloon releases outside this designated zone.

珠府〔2004〕143号 为了保障人民群众生命财产和航空飞行安全，根据《通用航空飞行管制条例》有关规定和民航中南空管局《关于确定珠海\/三灶、九洲和澳门机场净空保护区域和珠海\/三灶机场范围的复函》（民航中南空管局函〔2004〕29号）精神，市人民政府决定，自本通告发布之日起，在依法划设的以珠海\/三灶机场基准点为圆心、半径50公里的机场范围内，即珠海市行政区域内除淇澳岛、担杆列岛、外伶仃岛、佳逢列岛外的其余地区，禁止施放无人驾驶自由气球或者系留气球。对违反规定的，由市气象部门及其他有关执法部门依法查处。同时，在依法设定的珠海\/三灶机场范围以外施放无人驾驶自由气球或者系留气球，必须按规定从严审批，确保安全。 珠海市人民政府 二○○四年十二月十五日
